This position will provide human resource services to the department of Environmental Services (EVS). As a member of the Human Resources team for EVS, this position serves as liaison between the department and the UI Health Care Human Resources Office to provide primary HR consultation and guidance to departmental leadership, supervisors and employees on all HR functions while making high-level independent decisions (related to HR activities). Key areas of responsibility include HR transactions, maintenance of employee information, consultation, compliance, compensation and employment, reward and recognition, performance and leave management, recruitment and retention, and communication and strategic planning and analysis.

  • Assist with the management of day-to-day human resources activities for EVS; serve as resource and advisor to administrators, supervisors and staff and liaison to internal and external organizations and departments relative to human resources issues and activities
  • Manage recruitment process for Professional and Scientific, Merit, and student staff. Identify recruitment strategies and opportunities; create position descriptions, essential and marginal job function analysis forms and performance evaluation forms; determine classification level and identify potential salary issues; create and submit required documentation; review resumes; coordinate and participate in interview process; advise committees on policies and procedures; determine salary offers; perform reference checks
  • Prepare and submit required appointment documentation; assure UIHC compliance with background reviews, credential requirements, and certifications. Prepare orientation schedules; identify mentors; schedule institutional and position specific training/benefit sessions; determine and assure access to systems; meet with new staff to provide EVS HR orientation and review institutional and departmental policies and procedures
  • Assure staff classifications accurately reflect tasks and level of responsibility; assure appropriate salary levels; identify areas of concern; perform salary surveys; analyze salary requests and recommend salary adjustments; manage reclassification process; create and submit appropriate documentation
  • Prepare and submit termination documentation in a timely manner; manage exit interview process; assure timely termination of system accesses; assure EVS and UI property are collected prior to termination; update databases and other systems as appropriate
  • Review payroll reports monthly; educate staff on policies and procedures; answer questions and provide guidance to staff, supervisors, and administrators. Provide overall supervision of ELMS (UIHC electronic labor management system)
  • Advise and assist administrators and supervisors on staff disciplinary issues; coach and develop supervisor skills to address performance issues. Assist with the investigative process; assist with oversight of the progressive discipline process; assist with the oversight of termination of staff; assure appropriate documentation is processed in a timely and accurate manner
  • Identify areas of need; develop, implement, and oversee programs; establish and serve on committees; oversee program evaluation and review; identify and obtain funding
  • Develop and implement departmental policies and procedures, assuring compliance with UIHC and UI policies and procedures; provide ongoing review of policies and update/revise as necessary
  • Maintain knowledge base with regard to current and new training and certification requirements for clinical and laboratory staff; develop and implement department specific training programs; manage annual training process; assure compliances are accurately identified in Health Care Human Resources (HCHR) Position Management system; assure HRIS information is updated and ELMS database information is accurate and current
  • Assure performance evaluation forms accurately reflect staff responsibilities; assure compliance with deadlines; monitor goals; follow up on performance issues and training requests. Provide staff and supervisor training on performance evaluation portal
  • Advise and assist management with issues related to salaries, current staffing levels, future needs, reductions in staff and other matters related to personnel
  • Provide guidance to staff on immigration related issues; prepare and submit documentation; assure compliance with Federal Agencies; monitor documentation to assure ongoing compliance with University policies and Federal mandates
  • Identify potential issues surrounding FMLA, ADA and Workers Compensation; meet with supervisors and staff members to discuss policy and procedure, including necessary paperwork, required documentation and follow up; assure compliance with federal, state and University regulations; serve as a resource to supervisors and staff for related questions and concerns
  • Maintain electronic and paper personnel records for all employees; supervise handling of confidential human resources records; assure compliance with UIHC and UI policies and procedures
  • Serve as resource to staff regarding career development opportunities, award programs, and internship and fellowship programs
  • Serve as liaison to UIHC administrators and human resources staff on issues of joint concern between EVS and other departments, including but not limited to personnel issues, position transfers and space issues
  • Provide periodical review and update of position descriptions and essential and marginal job function analysis forms to assure accurate reflection and documentation of job responsibilities as well as physical and cognitive requirements for all positions
  • Analyze and interpret data and reports related to human resources operations. Prepare specialized reports requiring a thorough knowledge of institutional and departmental policies, procedures, and programs
  • Advise management staff on EVS, UIHC and UI employment and personnel policies and procedures, analyze trends, advise on recruitment and retention strategies, assure appropriate communication of issues and information
  • Participate in external searches, providing guidance and/or serving on external search committees; serve on institutional committees and workgroups; serve as mentor to new HR staff within the institution
  • Review, resolve and respond to requests for information, complaints and grievances from staff, students, other organizations, and the public
  • Perform other duties as assigned

Required Qualifications:

  • A Bachelor's degree in Human Resources Management, Business Administration or related field, or an equivalent combination of education and experience
  • 3 – 5 years human resources experience functioning in an HR Generalist, HR Specialist and/or related HR position
  • Prior experience performing and/or supporting multiple HR functions including recruitment, performance management, employee relations, compensation and classification, and payroll
  • Proficiency in computer software applications including online talent management systems
  • Demonstrated ability to work within a multidisciplinary setting; excellent interpersonal, written, and verbal communication skills
  • Demonstrated proficiency with Microsoft Office Suite and computer software applications

Desired Qualifications:

  • Working knowledge of state and federal regulations affecting human resources
  • Prior experience with performance management implementation and strategies
  • Prior work experience in a health care, hospital and/or academic medical setting
  • Knowledge of University policies, procedures, and HR systems
  • Professional certification in Human Resources (PHR) and/or SHRM-CP desired
